Board Meeting Minutes – May 7, 2025

1. Invocation/Pledge
Delivered by Glenn Greene.

2. Welcome Comments
Given by Glenn Greene.

3. Approval of Minutes
Minutes from the previous meeting were approved by Cullen and Jaime.

4. Financial Report
Amber was absent; she will email a quarterly financial report. No major expenses were noted. Some smaller events were sponsored.

5. DCP3 Chairperson Update
No additional updates shared at this time.

6. Public Board Chair Update
Mike was absent. Work at the Country Club is ongoing.

7. County Administrator’s Update (Jim)
The county website is being updated; Economic Development will have its own page.
A new emergency notification product called Code Red is being introduced. It will alert Dillon County citizens about emergencies.
No tax or millage increase is anticipated in the upcoming budget.
FEMA approval for the new 911 system is pending.
Construction on the new transfer station has begun.
Hiring efforts continue; however, the county is having difficulty filling some positions. Contract workers are being considered.

8. VFW Revitalization Project
A new VFW leadership team was introduced.
Dillon County has over 2,000 veterans.
Progress has been made with remodeling—focus is shifting from the building exterior to the interior.
The team is seeking help and ideas for fundraising (limited to 4 events per year).
A canned food drive is planned for June.
The VFW will receive $1 per pound of food collected from the National Office.
The local VFW currently has just over 50 members.

9. Industry Appreciation
Plans to explore new outreach ideas such as a food truck event to engage industry employees directly.
Emphasis on building relationships beyond leadership.
Next industry appreciation event is being scheduled.

10. Economic Developers Update
Site readiness efforts will begin next Wednesday.
New investment is coming to Dillon County.
Awaiting NESA coordination for recruiting trips.
Howard Carr and Douglas Lynn are being considered for appointments to the DCP3 board.

11. Round Table Updates
Tally: Celebrate Main was the largest to date.
City: Infrastructure investments underway.
Farmers Market: Work began on a $1 million investment.
Water mitigation and wastewater projects are progressing.
Debbie: Leadership programs are being introduced to the education sector. Efforts are underway to connect students with local industry.

12. Organizational & Community Updates
Sylvia: Wyman Gordon’s 10-year anniversary event is planned for October.
Tim: Local events in Dillon and Latta were a success.
Cullen: Cotton program progressing; Wyman Gordon’s report submitted.
David (Director of Operations): Recruitment ongoing; new bus drivers being hired. Reviewing bus routes, especially near apartments.
PORTA: Working on a new budget to purchase new buses.
Harbor Freight: Rolled out newly wrapped buses.
Andy (NETC): Work has started on campus expansion.
33 nurses were pinned last week; 210 students graduated this year.
Marlboro campus is nearing completion.
NETC expanding into athletics: golf, esports, cross-country, and possibly soccer.
Jaime: New general surgeon on staff. In-patient dialysis now available.
